HICAP: The Health Insurance Counseling and Advocacy Program provides free and unbiased Medicare counseling and advocacy for seniors of Santa Cruz and San Benito counties.

Attend an in-person presentation by the Health Insurance Counseling and Advocacy Program (HICAP), a program of the Senior Network Services, a local nonprofit agency to learn how to compare plans and hear what is new with Medicare in 2025-26. HICAP provides unbiased Medicare Insurance information throughout California.
Presentations are free of charge but pre-registration is helpful!
Medicare Counseling Sessions Appointments & Presentation with Bill Proulx (HICAP Program Manager) are available at the Highlands Park Senior & Community Center the 2nd & 4th Thursday of each month.
